ADMINISTRATIVE EXPERIENCE

Mediator, Federal Mediation and Conciliation Service (FMCS), October, 1996 to February, 1997. Sabbatical work as Assistant to the Commissioner during 1996. Assisted the Commissioner in the facilitation and conduct of alternative bargaining processes, conflict management, contract administration, teambuilding activities, labor management partnership building and consensus decision making in private and public organizations.

Director, Programs in Public Administration/Director, Advanced Programs in Public Administration, The University of Oklahoma. December, 1993 to October, 1995. Responsible for administration of graduate and undergraduate public administration programs for approximately 900 students on main campus and at several international locations in Japan, Korea, Hawaii, Panama, numerous sites in the United States, e.g., Idaho, Nebraska, and Washington, D.C., and throughout Oklahoma (Health Sciences Center, Ft. Sill, Tinker AFB, and Rogers University). Also served as Director of On-Campus Programs in Public Administration.

International Union Area Director, American Federation of State, County, and Municipal Employees (AFSCME) AFL-CIO , 1980-1985. Representative of International President and Executive Board. Directed activities of 110,000 member Florida affiliate. Duties included supervision of all contract negotiations, contract administration, legislative relations, and member education. Completed other significant assignments throughout the United States.

Operations Administrator, California State Employees Association (CSEA), 1976-1980. Directed organizing, communications, research, and education functions of 105,000 member public employee association. Responsible for presentation of organizational policies to the Office of the Governor, State Personnel Board, combined news media, and various legislative committees.

Executive Director, Maine State Employees Association (MSEA), 1970-1976. Developed and implemented extensive legislative programs, chief spokesperson, staff director, and principal representative to Governor's Office and state agencies for state=s largest public employee labor organization.

OU Center for Public Management. December 12-14, 1998. Educational retreat for senior vocational rehabilitation managers in the United States. Retreat focused on the federal re-authorization bill and it=s consequences for clients and program managers.

Personal Power and Leadership Styles
Oklahoma Office of Personnel Management. Oklahoma Society of Certified Public Managers. Executive Development Seminar. June 10 and November 18, 1998. A one day training session for senior state managers on effective communication, negotiation and leadership styles.

Building Effective Leadership: Development of a City Management Professional Development Program
Proposal funded by the Oklahoma Foundation for Local Government. August 1997 - December 1998. Dr. Tom James, Co-Principal Investigator. This project provides seed funding for the City Management Development Program curriculum design which will be administered by the Institute as an on-going activity. It is anticipated that cohorts of 20-25 city managers/officials from across Oklahoma will participate in two 2 2 day sessions that will address a range of topics important to effective city leadership. Upon completion of the program, participants will be better prepared to develop a strategic vision, build an effective team, communicate with stakeholders, constructively manage conflicts, assess progress towards goals and objectives, implement changes when needed, and direct the continuing cycle of change that defines dynamic organizations today. This program will be offered once a year with future classes held outside of the OKC metro area if concentrations of participants warrant such delivery.

Critical Factors Influencing the Retention and Success of the OU College of Liberal Studies Students
University of Oklahoma, College of Liberal Studies. July 1, 1997 B January 31, 1998. Principal Investigator. Focus groups were held with existing students and a mail survey was sent to current and former students of the College of Liberal Studies. The College provides non-traditional educational opportunities targeted to the adult learner with full-time employment and other competing demands both personal and professional. This project will advise the College on program improvements to assist these non-traditional students in completing their bachelors or masters degrees.

Managing Organizational Conflict: Causes, Consequences, and Resolution Methods
Federal Mediation and Conciliation Service. February 10-11, 1997. Conference covered the causes of organizational conflict, the escalation of conflict situations into grievances, equal employment complaints, labor impasses, and workplace violence. The Oklahoma Bar Association awarded Continuing Legal Education credits for attendees. Designed conference and delivered several sessions.

Merit System Reforms in Personnel Agencies
Mr. Dominic Downie, Senior Specialist for the Australian Government=s public service reform efforts spent four days in Oklahoma escorted by Kathy Hall and Dr. David Carnevale. Mr. Downie met with Oscar Jackson, Cabinet Secretary and Executive Director of the Office of Personnel Management, and other public and private sector officials. Information was shared about Australia=s efforts to reform personnel policies and our experiences in Oklahoma.

Effective Community Leadership
Class I of Leadership Pauls Valley. March 17, 1997. Presentation made as part of the graduation ceremonies of the first class of Leadership Pauls Valley. Topic reviewed the qualities of motivational leaders and offered suggestions for keeping the momentum high for revitalizing this rural community.
