I am a professor of economics at the University of Oklahoma, and have held faculty positions at the Pennsylvania State University and SUNY-Buffalo. I have held visiting positions at Dalian Institute of Technology in China, Linkoping University in Sweden, the Australian National University, Katholic University of Leuven in Belgium, and the National University of Singapore. I am currently on the Council of Editors of the Review of International Economics  and the Pacific Economic Review, and was a founding member of the International Economics and Finance Society. This included serving as its first Secretary-Treasurer. I have also served on the Board of Editors of the Journal of Economic Integration, editing a Special Issue for it in 1994.

My research interests are in the interface of international economics and international trade law. This includes theoretical and empirical studies of dumping and antidumping law, subsidies and countervailing duty law, escape clauses in treaties, remedies for noncompliance in treaties, and the Dispute Settlement Understanding of the WTO.
