Explanation:
The Mexican saying «La ley de Herodes: o te chingas o te jodes»,
in its exact (non-euphemistic) English translation, is "[King] Herod's
Law [is]: either you get fucked or you get screwed." In other words,
it expresses a sense of hopelessness by suggesting that the individual,
in order to survive, has no other choice but to obey those who are more
powerful than one. A more polite (UK) English rendition might be:
"Either way you get stuffed."

Nota bene:
There was an attempt to censor this film in Mexico for its strong and
sarcastic portrayal of Mexico's ruling party (PRI:
Partido Revolucionario Institucional [Party of Revolutionary Institutions]).
It created such a press scandal in Mexico that it is believed that this
film actually helped bring down the PRI (after 71 years in power) in 2000.
In that year, Mexico, for the first time in its post-revolutionary history,
changed parties (to the PAN: Partido
Acción Nacional [Party of National Action]) and elected Vicente
Fox as President.
