mufti (jurist) / qadi (judge)

A mufti is a scholar who is qualified to issue an Islamic legal ruling or opinion (fatwa) when a Muslim comes to him with a question.

A qadi is a government-appointed judge, who issues enforceable judgments (such as punishments for crimes) based on Islamic law.
